TENDER DETAILS:
The Government of Uganda has received financing from the World Bank toward the Agriculture Cluster Development Project and intends to apply part of the proceeds for Consulting Services.
The Consulting Services ('the Services) include Environmental and Social Impact Assessment (ESIA) of:
• Lot 1 Lumbuye Irrigation Scheme in Iganga District and Bukagolo Irrigation Scheme in Bugiri District.
• Lot 2: Aswa Irrigation Scheme in Nwoya District and Ayila Irrigation Scheme in Amuru District
Consultants may express interest in one or both Lots. Consultants should clearly indicate the assignment (lot) they are interested in and their order of preference. The consultants expressing interest in more than one Lot shall demonstrate capacity in terms of experience and skills to handle simultaneously the lots for which EOI has been submitted. EOIs for partial lots shall not be accepted. The overall objective of the assignment is to undertake Environmental
and Social Impact Assessment (ESIA) for the development of Irrigation Schemes and associated infrastructure and facilities. The implementation period for the services is Six (6) Calendar Months. The Ministry of Agriculture Animal Industry and Fisheries now invites eligible consultancy firms to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have required qualifications and relevant
experience to perform the Services. The short listing criteria will include:
- Eligibility and legal documents or equivalent documents (including registration certificate, beneficial ownership, valid trading license, Powers of Attorney).
b. Experience of the consultancy firm in at least four (04) similar assignments in nature and scope (ESIA studies for water or irrigation infrastructure e.g. Earth dams, irrigation schemes and Water Supply systems) projects of which should have been in the East African region within the last 10 years.
c. The firms' familiarity and experience with World Bank Environmental and Social Safeguards Policies and procedures in at least two (2) similar assignments in nature and Scope for ESIA
carried out and Financed by the World Bank within the last 5 years.
d. Availability of appropriate skills for the assignment: Environment, Flora Fauna (Biodiversity), Water/Irrigation, Hydrology, Survey, Sociology, Land Valuation, and Legal Expert.
e. Company profile including financial status/statements, evidence of technical capability to undertake the assignment, valid tax compliance certificates
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 and revised July 2014
("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest and supported by relevant documentation.
A Consultant will be selected in accordance with the Quality and Cost
Based Selection (QCBS) method set out in the Consultant Guidelines.
